Office keeps installing when app launched

Windows 2000 Server
Terminal Services turned on an used
Set up as domain controller
This happens on several of the servers I work with.

Whenever someone in an RDP session, or directly on the server, runs any
Office app, the installer starts up and looks like it is copying files.

Any way to turn this off?
 
If office was installed after Terminal Server and while in install mode (+
TERMSERV.MST if using Office 2000) then this shouldn't happen. If office was
installed before Terminal Server or w/o using install mode then this will
happen.

As fas as I know, I installed office with the transforms switch in install
mode.
Is there a way to turn this install off?

I clicked on the link to my website and it worked fine. Maybe there was
something going on earlier today that I was unaware of.

1. What version of Microsoft Office (only 2000 requires the TERMSERV.MST) ?
2. Is there a way to turn install mode off? Yes, via "change user
/execute" or by not running "change user /install" or "add/remove programs"
before running the program setup on a TS in Application Server Mode.
3. Did this just start, or has it always done this?
4. If it just started recently, what's changed (and do you have a good
backup)?
5. If it's always doen this, then you need to go back to a test environment
and figure out your problem before deploying to a production environment.
6. What is logged to the Application Event Log when this happens?

2. Don't quite understand the "change user /execute"
3. Ever since I installed Office 2000 it has done this, on any of the
servers I tried it on. Term services were already running, so I had to do it
in install mode.
6. Under Application Log it records ID 11729 Product: Microsoft Outlook
2000 SR-1: configuration failed. This is due to cancelling the many install
processes it goes through before opening the app.
