Office (Excel, Word) crash when opening multiple files by popup menu in open file dialog

First, I'm running OfficeXP on Windows XP SP2 (at work)
Also, we just upgraded Lotus Notes from R5 to R6

Now far be it for me to point fingers, but I swear this worked before
the Notes upgrade. (but it doesn't matter if Notes is running or not)

Here's what I'm doing:
In Excel or Word, click the OpenFile toolbar button
(I think it works no matter how you get the dialog, but this will
leave a tell-tale sign later on)
select more than 1 file
right click on the selection
select "open" from the pop-up menu

In Excel here's what happens:
nothing
Now click "open" or "cancel" button
-> Excel will come back apparently. I say apparently as I can select a
cell and see the selection box. I can move the contents of a cell, and
when I do, the sheet re-calculates. I can go to different sheets via
the tabs. But none of the toolbars or the menubar can be accessed, and
it does not respond to keyboard input! In fact, the OpenFile button is
still visually depressed. I can quit via the Window Control (X). I get
an error message that Excel can't quit, but it does anyway.

In Word here's what happens:
Warning message: "The command you selected is not available from this
shortcut menu"
(by the way, this message comes up in Excel on Windows 98 box but not
WinXP)
Now click "open" or the "cancel" button
-> Word is now locked up, just like Excel. Cursor flashes, and text can
be selected, but not typed. Strangely, the pop-up context menu will
allow the cutting and pasting of text.
If I try to exit Word via the Window control (X), A warning message is
displayed "You can not close Microsoft Word because a dialog is active.
Switch to ..."
No dialog is active that is visible.
End Task is your only way out.

Single file selects actually work OK when going through this process,
although Excel takes its sweet time opening the file. Word was
immediate.

Can anyone confirm that this works fine on a PC without Notes? Or even
one with Notes? Or even in another combination of Office/Windows
versions? I swear this worked fine not too long ago!

Can anyone repeat the behavior I reported?

Using Norton Anti Virus? If so, open NAV and deselect the Office Plug-in
option under User Preferences.

Yes we do have NAV, but it's the Corporate edition. No option for User
Preferences in the menu. Searched Registry looking for NAV plugin,
found nothing. I imagine its still possible I have something NAV
installed that causes this?

Office MVP Beth Melton suggests this:

If Norton AV was installed at one time then the DLL for the Office
Plug-in could still be registered.

Search for : officeav.dll

If you find it then go to Start/Run and run the following command:

regsvr32 /u "<path>\officeav.dll"
