office excel and word. XPe and thin clients

We have a customer requesting thin client xpe’s devices for business center
deployments. These thin clients would have not have word or excel loaded
locally but would access the applications from a server via a web.

Is this legal in terms of XPe licensing?

It is more complicated than a simple "it is legal / not legal", and
depends on how it will be used in the context of the embedded system /
application. See

for more info, but it is unlikely that a full-blown installation of MS
Office would be able to meet the licensing requirements.

You can use office viewers if it is just for viewing office files.
