Office document forms (Outlook 2002, 2003)

Some users have old forms designed with outlook 2000 saved
in .pst files

When they open the Outlook data file, the personal folder
is shown in their folder list, they can install publish it
in the Organization forms library; but when they try
create an item, choose the form and it is installing or
edit the form an error message appears: "The form you
selected could not be displayed. The form required to view
this message cannot be displayed. Contact your
administrator.

What all this means?
 
Try clearing the forms cache: Choose Tools | Options | Other | Advanced
Options | Custom Forms, then click Manage Forms, then Clear Cache.
