office 97 spell check doesn't work with win2000 if not admin

I have not been able to get the office 97 word spell check
to work on a win2000 machine unless I have set up the user
as an administrator. I do not have a security menu in the
registry. Where did it go? What do I do to make this
work?
 
Give the user administrative rights to the platform.
