Hi
I would like to use picture manager from office 2003 to go to my window mail
instead of outlook.

Picture Manager is driven by file associations, not applications. If you
have it installed and have it set to open, for example, jpeg files, then
anytime and from any application you choose to view a .JPG file, it will
open in Picture Manager
