No.

PPT must be purchased. You can purchase the PPT 2003 Upgrade, as Office 2000
SBE is a qualifying product for that upgrade. If you have the opportunity to
purchase PPT 2002, though, be careful, as you'd need to purchase the "full"
standalone PPT, not the Upgrade in that version.
