Office 2000 licensing and terminal services

Hi all,
I've just re-read the Office EULA and there is a section
I'm not sure about:
.... The primary user of the COMPUTER on which the SOFTWARE
PRODUCT is installed may make a second copy for his or
her exclusive use on a portable computer.

If I had a situation where Office was installed on a w2k
server with TS and a user was running office on this
server via TS from his/her laptop, could the same copy of
office be installed on his/her laptop or would I need to
purchase an extra office license to install on his/her
laptop?

Licensing Office on a TS means that you must have an Office
license for every device that connects to the TS and runs Office.

So you already should have an Office license for the users laptop
(as well as for every other client device that is ever running
Office, either a locally installed copy or from the TS). And that
will give you the right to install Office locally on the laptop as
well.
