Office 2000 install issues

I'm trying to make changes to my Office 2000 install on a Win2k Term Server. When hitting the change button, I get the speil about the ORK tools.
So I have downloaded the TermSrver.mst file from the ORK. I then followed the instructions to set the parameters on the setup - D:setup.exe transforms=c:termsrvr.mst
However it looks like it is going to install, but it then pops up the same message telling me I need the ORK tools yada, yada, yada.

Anybody have an idea?
 
The comamd line is space scensetive, and 8.3 scensetive.
I always use the following line, and it has not let me down yet:

setup.exe TRANSFORMS= c:\temp\TermSrvr.mst
