When client does a search for a help topic in an Office product it
shows the possible topics from the search. When they click on the
topic it does nothing.

I suspect this is due to a policy because administrators do not have
this problem.

One possibility is I have "Run only allowed Windows applications"
enabled. Do I need to add help files to this? If I do can I use
wildcards instead of typing in each file? I imagine it would be .hlp
and .chm files.

Anyone know which policy setting could be doing this?

Is there a specific patch that addresses this issue? I already have
all the patches installed except for the following: MS03-035,
MS03-036, MS03-037, MS03-038.

I really think it is a policy setting. Can anyone help me with this?

Allowing users to run help is a security risk, since many programs
can be started from within Help.
There is a GPO setting under
Local Computer Policy\User Configuration\Administrative Templates
\Start Menu and Taskbar\
Delete Help from the Start Menu.

If you load the Group Policy snap-in that comes with Office into an
mmc, you'll probably find a Office specific Help setting as well
(can't check at the moment).

Thanks. I will look into that.

Do you know of any documentation saying it is a security risk. I know
..chm files can be a risk, but I would need documentation so I have a
case against keeping it disabled. Is there a KB article?

Here are some security recommendations::

From:

http://support.microsoft.com/?kbid=278295

[User Configuration\Administrative Templates\Start Menu & Taskbar]

Enable the following settings:

Remove Help menu from Start Menu

Help and Support

Recommended setting: Disabled

This policy disables Help and Support Center service. It prevents
users from starting the new Windows Help and Support Center
application. This policy does not disable the old help files (such
as the *.chm) or Help in other applications. Disabling this
service might cause issues with other programs and services that
depend on this service. It is recommended that you disable this
service to prevent users from starting other applications or
viewing system information about the Terminal Server.

Thank you for the KB article. This will give me some documentation to
back what I am telling them.
