Offical word on appt time / DST problems?

I just read through approx. 20 different threads from folks having issues after daylight saving time with their Outlook calendars in the past month. Some verfiy that both the time zone and DST setting is correct in *both* the system clock and Outlook settings under "tools, options, calendar options, etc" - yet they still have the problem

Do we officially have a bug in Outlook? I have two different clients that have this issue at the moment with appts being 1 hour off. I'm just a little surprised at the number of people having a problem w/o an official word or definitive answers

Fix the clock on the affected machines so the appointments are correct.
Export to CSV format and set the computer to the correct time, time zone,
dst setting. Verify Outlook is correct as well. Don't trust the visible
settings in Outlook - add a check (or remove it) from the DST box, apply,
correct it and apply it again. Verify the computer has the correct settings
one final time and check the appointment times. If they are still off an
hour delete them and import the appointments from the CSV.
