Hi all
I've just been to scan UK trying to buy vista ult.64bit OED but I was
told I needed to buy also a piece of hardware md, hdd or cpu is this
still the case?

Yes.
 
I don't know about the UK's requirements for purchasing OEM versions of
Vista, but in the USA, Newegg.com is selling it standalone without hardware
purchases.

This is what I can't understand, if I buy it off a web site (ebuyer) I
can without the requirement of buying hardware. I went to scan as it
was almost local to me.

For "Scan" read "Scam".

There is no requirement in the UK to buy hardware with any Microsoft
product. My supplier (Blue Solutions)doesn't even stock hardware.
 
Ask them if is is a Microsoft or their own policy.
If Microsoft, ask for the source.

Do you have a definitive source for this assertion?

In germany there is no need to buy any hardware if one goes for OEM
software.
In Fact We even have a law that forbids Microsoft to bundle OS with PCs here
and that everybody can buy any OEM Windows as full products (in license
terms, i.e. no restrictions in selling and reselling, or numbers of
activations, etc ) .

( this law exists since 1996/97 I think and was triggered when Microsoft
tried to stop the unbundled sales of OEM Windows 3.11 and 95 in Germany -
this case went then laterto the court and MS lost the justice-process ).
Some Shops here tell you that they only give OEM windows with a new PC, but
that is then a shop-policy.. maybe in UK the same or similar, as this could
affect the whole WEU.
