OE6 hangup after start

I'm running XP Home & IE6 with OE6. When I start the computer, it takes a
long time to start OE6. A window pops up saying "setting up personalized
settings for MS Outlook Express 6". If I start the computer and let it idle
for 10 minutes, OE will open quickly (as normal). This began after I had the
registry fixed to solve a problem with no MS update service. There are 4
users on this machine, so I think it's reloading all our settings (profiles?)
at every startup. When we log on/off, OE starts quickly. Only on cold start.
I found a KB article close to what I'm experiencing, but it's for a
different product:

3. Is OE configured to load at startup?

4. Have you deleted Temporary Internet Files (accepting the option to delete
all offline content) and then a Defrag session lately?

5. Do you adhere to all of the following caveats?...

- Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

- Empty Deleted Items folder daily.

- Frequently perform a manual compact of all OE folders while "working

- Do not cancel Automatic Compacting, should it occur, and do not attempt to
close OE via Task Manager or shutdown your machine if Automatic Compacting
is taking place.

- Disable email scanning by your anti-virus application. It can cause

and even Symantec says it's not necessary.

In order:

was running XPHome SP2. After MS update was fixed with the registry edit,
all patches/updates were downloaded and installed, including SP3 which is
what's running now.

1- MS update was not working for months. Emailed Microsoft Windows Update
Support. After reviewing the Update Log, this error was found:
error code 0x800704DD.

Update Support says:
This issue most likely occurs when the following registry key or its sub key
is missing or corrupt.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\Notify

Update Support sent some modifications to registry keys & instructions which
I edited in with the registry editor.
The update problem was solved as I was immediately prompted to do updates.
I installed ALL updates/patches, including SP3.
Another issue that was solved inadvertently was the System Restore started
working again after this Reg Edit.

My computer is not turned off regularly, so it took a few days to discover
the large delay after a cold boot described in original posting. When I
contacted MS Update Support, I was told-"OE is not my problem"

2-I use Avast which updates daily. Spybot & MalwareBytes Anti &
SuperAntiSpyware which are manual updates. Online Armor firewall.

3-No I start it manually off the desktop

4-Yes to both

5-I'm running two Hotmail accts off OE (grandfathered in). Lots of local
folders(.dbx), nothing in Inbox or Delete folder ever.
Do auto compact whenever prompted & always let it complete. will look at
your manual compact link.
Avast has picked off some viruses coming in on OE email.


I suspect this is due to the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\Notify edit
else one (or more) of the patches (there were almost 30-mostly security).

Had you tried the 5-step fix in the following KB article before you opened
the support incident or did Support point you to it?

Error messages that you may receive when you try to download and install
updates from the Windows Update Web site, from the Microsoft Update Web
site, or from a WSUS server: "0x800704DD," "0x80240020," or both:

By any chance had you reinstalled WinXP just before this problem started?

=> OE File | Identities | Manage identities: Is the OE identity being used
named Main Identity? Does the behavior persist if you create a new named
identity and make it the default (even without configuring the Hotmail
accounts in it)?

Is this a marketing motivation to switch to Vista or what?
