OE6 Express on XP - Upgraded to XP-SP2 and now cannot send and receive emails!

I am using Outlook Express 6 on XP Professional.

I upgraded to XP Service 2 on Monday and everything went fine. Then
almost 24 hours to the time after I upgraded, I started to get an Outlook
error. I can no longer send or receive any emails from OE6.

I started getting the following message, socket error 10061, error
0x800CCC0E for both my POP and SMTP servers.

The MS Support site says that this is Error Type "FAILED_TO_CONNECT"
and the description is "Cannot connect to Server".

Nothing has changed on the network or firewall configuration here at work,
and the IT people here say that the problem exists at my PC side, and may
be due to the XP SP2 upgrade.

I tried the MS Support advice of opening a DOS windows and telnetting to
port 25 on the POP3 server.

I could not connect there either, the error message I get is -
"Could not open connection to the host, on port 25: Connect failed"

I should point out that I can connect to news servers fine via OE6, in fact
this message is being send using OE6 on my PC.

Anyone out there experience this problem? Any suggestions?
