OE6.0 can't import messages

I can't import messages from a previous version of
inbox.dbx.

Background: I reloaded Windows XP and had to set-up
email. I found the previous Inbox.dbx and copied it to a
folder in C: and tried File | Import | Messages |
Microsoft Outlook Express 6.

The error states:
No messages can be found in this folder or another
application is running that has the required files open.
Please select another folder or try closing application
that may have files open.
