I have the same version of XP SP2 as you, with all the updates as of today. You will need to have a MS Office application or "Suite", such as "MS Works" or "MS Word" installed. There are several other MS Office applications, that will give you the spell-check function in OE.
If nothing already mentioned, and posted below does not work, you may have a damaged "Identity" in OE. Have you tried creating a new Identity, and see if Spell-check works the way you want it to? If it works in the new Identity, you can import your old identity's message folders into the new one. It would be best that you recreate the mail/news accts and message rules in the new Identity.
There is no folder named "SharedFilesDir", it is a registry key string value name.
I have the CSAPI3T1.DLL file in the following folders:
C:\Programs Files\MS Works
C:\Programs Files\Microsoft Shared\Proof

The value data for the SharedFilesDir registry value should point to the folder that contains the Proof folder. The Proof folder contains the Csapi3t1.dll file.
In order for the Spelling checker to work, the software needs a dictionary to compare words against. However, Outlook Express is offered as a downloadable product, and it does not include its own dictionary. Outlook Express does can use another programs dictionary, such as Microsoft Word, to check the spelling of text. Without another program's dictionary to access, Outlook Express cannot use the spelling checker.
Do you have a dictionary (*.DIC) file on your PC? Mine is called "Custom.dic" located in the following folder.
C:\Documents and Settings\USERNAME\Application Data\Microsoft\Proof

There is no "SharedFilesDir" in the "SharedTools" folder in regedt32. I
