When receiving email, I have found on numerous times that
outlook express has removed attachments stating that they
are unsafe. How do I modify or edit this removal. What is
the unsafe designation based on. this only seems to
happen on my computer with windows xp, not on windows 98,
and I know the sender and material sent to be safe.

Never "assume" that an attachment is safe, even if it looks like it was sent
by your most trusted friend. Viruses that infect a computer will use the
infected computers default email address to send a copy of itself to
everyone in that computers address book. Always use an anti-virus scanner on
every attachment before opening.

You can disable (not recommended) this behavior in Tools/Options/Security
tab, Do not allow attachments......, remove the check mark.
