Hi Colonel Blip,
This Microsoft KB article might provide the right clue. Good luck.

Hello, Kuay!

I think I know in general how I created this problem, but not how to get
out
of it. After installing XP and SP-2 I changed ProgramFilesDir before
installing any applications. I wanted them in a different drive than my
OS.
It was only after installing drivers, apps and the like that I got around
to
checking OE. Along the way I had made 3 ghost images of my OS so I started
restoring some of them to see if I could pinpoint the problem.
I restored my initial SP-2 slipstreamed image before adding any
applications
and OE worked. However, every image after that, incorporating other
changes
such as running a Windows update run, adding applications, etc. will not
run
OE.
I'm sure something is pointing wrong because of the ProgramFilesDir change
but changing it back didn't help either.
Thanks.
Colonel Blip.
