Up until recently, I was able to make folders to sort the e-mail I
wanted to
keep. Now, OE won't let me make the folders for my inbox. I can access
the
folders slot in the file dropdown list but when I try to make a folder,

nothing happens. Is there a setting that has to be changed in order for
the
folder feature to work again?

Are you saying that you can't make SUB folders in your Inbox? If so, then
the Inbox is probably corrupt.
It is NOT good practice to store emails in ANY of the OE default folders as
they are prone to corruption.
Move all the mails and folders out of the Inbox.
Go to Tools, Options, Maintenance, Store Folder, highlight the store folder
location, right-click and choose "Copy"
Close OE.
In the Location bar in Windows Explorer, paste the location of the Store
folder you just copied.
(You may have to enable Hidden Folders).
Find and delete the file called Inbox.dbx.
re-open OE, which will then build a new Inbox.
Then create new folders OUTSIDE of the Inbox to store your emails in.

I would guess that Folders.dbx is corrupt. If that is the problem then
deleting it while OE is closed should fix the problem. However, you will
lose your folder hierarchy and the list of newsgroups on the news servers.
