Can anyone help me with a problem of Outlook Express not
allowing me to send or receive attachments. It is saying
they are unsafe.

Wrong. OE is not *deleting* attachments. Read the prompt message
again. Then check your options to change that behavior.

hit forward, then save the attachment :)

It's a new security feature to prevent accidental opening of viruses, either
by yourself or scripting. you can disable it in tools | options | security,
but I think the extra effort to hit forward is safer and well worth the
extra click.

Note that the OP was posting in the wrong newsgroup. They posted in an
Outlook newsgroup a question about Outlook Express. In Outlook Express,
they can just disable the security with an option. In Outlook, one
method is as you describe. The other is to get something like
AttachmentOptions from a link at www.slipstick.com to alter the
assignments as to which filetypes are hazardous and thereby allow their
access (but, I believe, the local registry changes will not override
policy settings in a domain).
