Odd problem

I have a friend that is running a Gigabyte Ga-8i915Gpro with 512 Megs
of
Pc3200 Ram aNvidia Geforce PCX 5750 video card, and a pentium 4 3.4Ghz
socket 775. When playing world of warcraft the video will "lag" behind
the
game several seconds a couple of times in a minute, then it goes back
to
being smooth. It even does this with all the detail settings at their
lowest. I am 95% sure it isn't a connection issue as we are split on a
6mb
down 768 upload, and my pc runs fine. Any ideas and suggestions would
be
appreciated.
Oh and we have tried updating to the latest driver specifications.

When you say,"Split" on a connection does that mean you are using two
systems and sharing an Internet connection?
If so I'm a bit out-of-my-league to help as I don't do Networked
systems even a basic 2 job as there may be a bandwidth problem between
the two sharing that could just be an XP setting but on a general note
if there are two systems then there may be program differences and one
user is loading an unneeded program or service running in the
background that is causing the lag.

As an Online gamer myself that can get really heavy as tracking it
down can take time/game forums(In your case a Warcraft forum).
