odd problem downloading pop3

when i try and receive mail on vista windows mail, the connection is made, i
am shown that the program is receiving '2 of 450 messages', however, the only
message that is downloaded is the same one [each time i try to send/receive].
then i receive the message 'your pop3 server has not responded in 60
seconds...'. then, i get 'Your server has unexpectedly terminated the
connection. Possible causes for this include server problems, network
problems, or a long period of inactivity. Account: 'mail.optonline.net',
Server: 'mail.optonline.net', Protocol: POP3, Server Response: '+OK 18721
octets', Port: 110, Secure(SSL): No, Error Number: 0x800CCC0F' OR that the
server name was not valid [can't recall exact wording].
i've tried deleting the account, closing the program, reopening and adding
the account again, but the results are always the same.
i've not had such a problem before--can anyone offer assistance?? i've
checked archives and either the problem has not been addressed or i'm so
confused i cannot locate it...

That typically indicates a 'stuck' email on the server.
Log in to your webmail at https://webmail.optimum.net/,
sort the messages there by date,
delete all the older ones you've already downloaded, plus one more.
Try Windows Mail again.
