October security fixes

Can anyone explain (briefly) why Microsoft put certain SP
levels on the new fixes? Why can't they remain as before(a
fix for each OS regardless of SP level)?????

Because SPs modify the way the system works, updating system files and
registry settings so that a Windows 2000 machine with no services packs
installed can have a very different set of requirements for what sort of
patches it might need and files that might need to be changed, verified,
tested, etc than would Windows 2000 SP3.

In order to turn around patch requests in a reasonable time frame, Microsoft
need to be able to draw a "line in the sand" and say that one one side is
the base levels for an operating system that they just simply cannot
support.
