Outlook should have a spot for recurring events that only happen occasionally
(i.e. once or twice a year), where the specific date of the event can be
inserted and all other information remains the same. Otherwise, it's
necessary to cut and paste everything for each occurrence, quite a time
consuming task

Use drag and drop instead using the Date Navigator.
