Obtain: transparent background add-in?

There was a reference made to a transparent background add-in
that would allow me to minimize Power Point while using its pen
to redline on top of content displayed in other windows such as
Notepad for example..

Does anybody know where I can obtain this add-in?

Does anybody know about any applications that can be used
side-by-side with Power Point in this regard? I need to redline
content during presentations that can not be entirely conducted
using Power Point.
