What type of user are you? Are you an Administrator? Or
the Administrator who might have placed a block on the
contents of the files on the CD-RW? Othewise, the message
is pretty straight-forward.

Editable CDs require a special format (packet, RAM...). Otherwise a
CD-RW behaves like a CD, i.e. files can be added/removed on a
multi-session CD, and in addition a CD-RW can be entierly erased and
rewritten.

I also would not trust XP error messages, indicating missing permissions
for accessing files. Often other reasons are misinterpreted as
permission problems. Other Windows (i.e. W2K) can display different and
more credible error messages for the same files and actions.
