Obscure Folder Permissions?

I'ev got a win2K serv, and a bunch of WS at work, plus users that have
varying levels of control.

Recently our Backup system was tested because an entire folder had
disappeared.

As it turned out, it would seem that one of the less computer savvy managers
had inadvertently copied the missing folder into another folder.

Is there any permissions that I can set that would create a situation where
certain users could write/read files into those folders, and the folders
above it, but not actually mess with the folder heirarchy at all?

ie, the problem will not happen again?

I've found the "Delete Subfolders anf Files" permission, but I still need
these same people to be able to delete files - which has trumps, "Delete" or
"Delete Subfolders anf Files"?

A folder is just a special type of file in NTFS so it's not possible to allow
permission to delete files but not folders.
