Windows 2000 does support Slovenian.
It's a common question - not just for Slovenia, but say for
Russian ot Greek, etc.
This is why - unlike Windows NT and XP, where the list of
keyboard layouts to Add is readily available, Windows 2000
requires an additional step before a layout appears in
the list - a user needs first to enable corresponding
Character Set:
Start/Settings/Control Panel/Regional Options - General tab -
bottom frame called "Language Settings for the system" -
place a check mark next to the needed Character Set
("Cyrillic" for Russian; "Central European" for Slovenian, etc.)
Then system will ask for its CD-ROM - and will copy needed
support files, including keyboard layout files.
You *must* have such CD-ROM - borrow it from a friend if you
don't have your own.
After the re-start you will see the layout in the list of
layouts to Add...
