trying to set up objectives for data entry clerks?

Could you explain what you're trying to accomplish? This sounds more
like a human-resources policy question than a question about the
design of Tables in Microsoft Access. Are you sure you're asking in

If you are asking a question about designing tables in Microsoft
Access, please post a description of your table structures and their
relationships.

If you are asking a question about how to set up an employment
personnel evaluation policy, you will need to ask in a different
forum.
