Well, I don't know what to say. Not being able to observe the situation
makes it difficult. Talking about installing the driver, did you run the
driver installation again? Is that what you mean when you say "still no
driver installed?"

How did the exercise in Device Manager work out? Did you try changing the
allocation or resources yet under the Resources tab? There is no option
presented to change resources as I said before.
What did you manage to disable in BIOS?
I disabled com ports and one other thing i can not remember right now.
Is the BIOS set to allow the operating system to allocate resources?

In your initial post, you said that "they" changed the motherboard and the
video card. Is "they" Dell?
Yes, but they will do no more work for me because I have a dual boot xp,
vista system which means the $ I spent for support until 2009 is now wasted.
Despite being a DELL customer for 20 years, I am going to give up on DELL.
If you do not just maintain JUST the OS shipped with the computer they drop
your support. Whixh means you can never upgrade your system EVER!
When did this problem with lack of resources start? Only after installing
a
new video card? Is it an AGP or a PCIe card?
6800 PCI card. It was supposed to be the same card and motherboard that was
in the system before the video problem started.
Did you confirm that the video card drivers are the correct ones?
Yes they are correct
After installing the new motherboard, did the motherboard chipset drivers
get installed?
No the DELL Support Technician said he did not do software! I called
support and then they dropped me because they said they did not support dual
boot systems.. The hardware guy who replaced the motherboard did not seem
to really know what he was doing anyway with respect to software I think,
especially Vista. He did not even know much of anything about Vista at all.
All he kept saying was that Vista has known problems....
What kind of motherboard is it (Intel, VIA, SIS, etc.)?
I have no idea... from DELL for an XPS 600.
I'm asking because I'm shooting in the dark. Post back, and don't forget
the
answers to above questions so that I can better understand. This is very
strange.
Yes it is strange. I have not see this kind of problem in any OS where no
matter what you did you could not get video drivers to install.
I have dropped DELL. This computer cost me $3,600 18 months ago. I thought
I had hardware and support for it through 2009. Now it is not worth much to
me unless I get a video card working. I plan on visiting a local repair
shop this week and try to see if they can put in a different video card and
hope that fixes the problem. If it does not then I will take it to the dump
and buy a new one but not from DELL.
