Numbering Custom Headings

Does anyone know how to do this?
The topic in Help does not help--it doesn't work.
The problem is that although I can get Word to apply numbers properly to H1 headings, I can't get it to do the same for H2 headings. Well, it will do it, but it always inserts the same chapter number no matter what the chapter number is.
The XP version of Word is one is the worst version that I have ever used and they really have made a mess of making Templates.
 
Click in the first H1 heading paragraph. Format > Style,
and format numbering (I am referring to Word 2000 here; XP
gets there by a slightly different route, I think). Apply
the first level of numbering to the H1 style (you might
need to click More to do this). Formate the second level
as you would like it to be, and apply it to the H2 style.
The thing that seems to make outline numbering work as
well as is possible is to format all levels through Level
1. In fact, I think it helps to go to the first Level 1
paragraph for all number formatting. Not exactly
intuitive, and MS seems to have done little to fix a
problem that has persisted through version after version
