Enter the number 1 in the cell you want to start your numbering from, then
reselect the cell if some other cell became active. Next, select the Home
tab, find the Editing panel, click the Fill icon and then click the item
labeled "Series". In the dialog box that appears, select Rows and Linear
from the first two panels, put 1 in the "Step value" field and put 600 in
the "Stop value" field and then click the OK button.

In the first cell type 1
In the second cell type 2
In the third cell type 3
Select all three cells
Drag the copy square (at the bottom right of the selection outline)
down the column
As you drag, the numbering will increase as shown by a small hint
rectangle with a number in it
When that hint rectangle number reaches 600 stop dragging.

Its much longer to describe than to do.

Here's one way with Excel 2003.

Put 1 in the top cell and select it.

Then use
Edit > Fill > Series
and choose
series in: columns
type: linear
step value: 1
stop value: 600
