Number Keypad to act like Phone Keypad?

I desperately want the number keypad to be in phone order (1 at the top).
Is there a configuration setting within windows (I have win xp pro) that
will allow me to redefine key mappings?

For example, I know that many foreign keyboards use essentially qwerty
layouts, but with a few keys swapped. I believe that Germany swaps the z
and y, not sure. Is there a user-configurable setting someplace for this?

I'm a software engineer, so if I *have* to write something, then I suppose
I'd be willing, though I am really a java engineer for the most part.

PS. If anyone knows where the guy lives who figured that calculators and
phones should be in opposite orientation let me know----I'm contemplating an
airstrike.

No, but there several third-pary programs that let you remap
keys. One program that could do this is SharpKeys, at
www.randyrants.com.
 
Guess it's easier to use 0 to 9 order for accounting as on k-boards; phones
inherited 1 to 0 from the rotary (pulse) dial: #1 = 1 groove = 1 pulse etc.
