NTLDR missing on brand new disk install

I should have mentioned. This is a new disk drive. I am
trying to install Windows for the first time. There is
nothing on the disk. The only article I could find in
the MS Knowledgebase said to use the boot floppy or CD-
ROM. Since it has not been installed, I have no boot
floppy and the system does not go to the CD. The first
thing I see is "NTLDR missing" and then the system waits
patiently for me to do I don't know what.

I'm reading more in the KNowledgebase so maybe you need
more information here.

I have a Windows-98 Full License and an XP-Home Upgrade
license. The disk drive was given to me after being
reformatted in an XP-Home system to clean off all his
stuff on the drive. It had been a boot drive with the OS
on it.

I put the W-98 CD in the drive and turn on the system. I
look at the System Setup and it sees the CD-drive and the
Hard Drive but when it starts the boot process, it
says "NTLDR missing"

This disk had never had W-2000 on it.

I'm still reading the Knowledgebase but haven't found a
solution that I can do since I can't see anything on the
system.

When you say "Look at System Setup..." do you mean you are
in the Bios setup? If not, press F1 or Del (or whatever
key it asks for to enter setup), go into setup, and change
the boot sequence so the CD loads first. If you have
already done this and it still doesn't work, you may have
to ask around for a win98 boot disk.
 
I meant BIOS Setup.
The CD is the first boot device.
Where would I find a Win98 boot disk and why is it doing
this?
