Is there any freeware NTFS Read & Write software ?

I'm looking at creating a Boot Disk, that will allow me full access to
my Win XP NTFS Drive... ?

What are my options ??

There is a lot of freeware able to read NTFS, but AFAIK ther is no write
enabled freeware running onder DOS/Windows. Something to do whith needing a
licence from Microsoft to write NTFS writing software. Microsoft call this a
Security step. Others call it a monopoly position.

Anyway. I understand Pinguin worshippers (Linux users ;-) ) already have a
few versions that can both read and write NTFS, but at the moment there are
no ports to a MS-DOS or windows 9x enviroment.

You can look at Knoppix or other Live!ware Linux CD's and/or resce CD's

all native NTFS support was experimental and they told not to use
it. Now there is a thing called "Captive", which for example Knoppix
3.4 or Bitdefender Live CD (which is a Knoppix 3.3 plus...) have.
This requires some windows files to run in an emulation, which
means a license is needed and performance is worse than in a native
environment. But it is reported to work well, I already made a
emergency CD, you never know...

Perhaps this is what you're looking for.

It can create a boot CD that reads NTFS and gives you full access. It comes
with a few popular Freeware utilities and the AVERT Stinger. Great program.

That sounds like a good idea, but you should also check Windows help
for the Recovery Console.

Is that the same technique that will write to the disk, but only if the
file size doesn't change?

no, it is the same technique WinNT/2000/XP uses, so you can read and
write as you like. As I said, it even needs the driver files from a
windows, which must be available on a disk (the to work with harddisk,
a additional CD...).
