NTFS Read Ability

Hi,
I think my hard drive is going out, so I am going to reinstall windows on a
new drive, my question is when I reinstall Windows will I be able to get
some important files off of the drive that is failing, and access other
files on another drive. Both hard drives have NTFS, so I am not quite sure
how the permissions work. I do not have any EFS folders.

It depends on whether or not the failing hard drive is still functioning.

You do want to install the new drive as the Master and the failing drive as
the Slave. Once you get XP installed on the new drive, you should be able to
access the files and folders on the Slave drive. Since those files belong to
another user account, you will need to Take Ownership of those files and
folders. The following article will guide you.
