Is it possible that WindowsXP (Fat32 files system) can
access to external NTFS hard disk?

One hard drive/partition type does not affect how you access external
partitions.
If it is a partition type Windows XP can access natively, then you can
access it.. period.

(NTFS, FAT32, FAT, etc..)

Works fine for me with an external USB drive (NTFS). My internal system
drive is FAT32. XP can copy to/from both drives with no problems. However,
realize that any of the advanced security features of NTFS will be lost when
you copy them to FAT32. Personally, I do not use those features, since I am
more concerned about losing access to my own files than someone else
stealing them. But, then my PC is not phsically accessible by most people.

Certainly. WinXP can read FAT12 (the file system used on 3.5"
diskettes), FAT16, FAT32, CDFS (the file system used on most CDs), and
NTFS with equal facility. Further, the file system on any one
disk/partition or diskette has absolutely no affect upon the operating
system's ability to read other compatible file systems on other
disks/partitions.
