NTFS control and XP start time

I understand that XP uses a couple of seconds each time it starts to
control also NTFS.
Question is, if I am not on NTFS what is the need for this control? Can
that be stopped to enable XP start a bit faster?
Any advise on making xp start faster will be appreciated. Current start
time is around 20-25secs. Have already disabled Network (which is not being
used).

I'm not sure that I understand by "control NTFS". Can you please explain
what you are referring to by this.

I wish I were so lucky, I go and make a cuppa while XP is booting but I do
have a card in every PCI slot :-)
