ntfrs is not creating sysvol and netlogon shares

Hi,

I had a to seize the 5 domain roles from the first server
in the domain (no good backup/ Dead drive)
The sysvol share and netlogon share are not being created.
The event log tells me the server wont'be a domain
controller till the replication is done. The sysvol is
small. I have been patient. I don't think it will happen.

I must me missing something

Any way to jump start the process??
