ntdsuil and binding to server

When you are using ntdsutil and want to clean up the metadata or seize a
fsmo role, can you bind to the server you are connected to. For example
when in NTDSUTIL and type connect to server <servername> can the server can
be the DC you are currently on or does have to another DC which is on your
domain. This is because if we have 2 DC in our domain and we want to know
if we can bind to our own server if the other DC goes down
 
Yes, you can bind to the server you are running Ntdsutil on.

when i do try to bind to the server that i am running ntdsutil, i get the
error message rpc server is unavailable. Any ideas.
 
I cannot bind to the local hostname or local ip address, but if there is
another DC online I can bind to that, but cannot bind to its own. Does that
means its a DNS problem.
We i do try to bind to its own self I get the error message DsBinderror
0x6ba (RPC Server is unavailable)
 
What happens when you bind to "localhost"?

If you mean to the word localhost i have tried that and get the same error
message. I have tried all different syntax:

connect to server localhost
connect to server "localhost"
connect to server <localhost>

I get the same error message for each one. Help Please
 
RPC service is running. I can connect to other remote dc, but not to the
local one, and need to connect to the local DC. Any suggestions
 
Well, unfortunately nothing else springs into mind. Are there any errors in
the event logs worth mentioning?
