Have you tried "Active Directory Restore Mode?" Hit F8 at boot up, this is
what this is for. To restore the AD, that is if you have a back up to
restore from.
You could use ESENTUTL to restore the NTDS.DIT if it is just a corrupt NTDS.DIT that is causing the issue.
