I backed up my Windows XP files on external drive using ntbackup. After I
installed Vista I had to learn that there is no ntbackup application. Where
do I get one so I can extract my files.

I found the files on Windows XP CD, but these files are compressed:

ntbackup.ex_
ntbackup.hl_

How do I uncompress the files?

I found

ntbackup.ex_
ntbackup.hl_

files.

How do I extract them?
Are there any other files I need?

Windows automatically uncompresses when you copy (you can just drag and drop
from the cd). You will have to add the last character to the file name

I have Windows XP PRO.

I used expand.exe to extract content of the ntbackup.exe. But it now
requires ntmsapi.dll. How far should I go and is it really safe?

Safest is obviously using a computer that has the program on it and
recovering what you need. If you have a friend with the home version, it is
an addon from the install disk, and I assume it installs everything it
needs, including any registry entries. If you need to add extra files as
you go with your current situation, keep track of all the files you add so
you can get rid of them when you are done. Since they won't be called in
the startup process and are only used by the backup program, even if they do
crash the system you should be able to just delete all the files you have
added after the restart. Good luck.

It appears to work with the following files copied to the same directory:

ntbackup.exe
ntmsapi.dll
vssapi.dll

It complains that it can't connect to "Removable Storage Service", but it
works just fine to restore backup file.

Great. That's all you needed
