nt 4 pdc function as term license server for win2k3 term server?

I have an odd situation. I have a client that currently has an NT 4.0 Server
that runs great. They have the 'If its not broken, don't fix it'. They just
bought a new system to function as a terminal server for five users. They
have Windows 2003 as the operating system. My question is can a NT 4.0 PDC
function as a Terminal license server for a Windows 2003 terminal server?
 
No. it can't. Only a 2003 server can handle 2003 TS CALs.
But that's not a real problem, since a 2003 TS Licensing Server does
not have to run on a Domain Controller. Just install TS Licensing
Services on the same 2003 server that runs Terminal Services.

You might have to hardcode the name of the LS into the registry:
