Now What? (frustration) HELP PLEASE

Until about 20 minutes ago whenever I would download a file from the
internet my computer would ask me where I wanted to put the file. Then
suddenly, for no apparent reason, (and without me touching or changing
anything), it has begun putting all of my download files into c:\documents
and settings\owner\local settings/temporary internet files.

I have attempted to change this by looking at folder options in the control
panel but there doesn't seem to be any way to change it there.

Can anyone please tell me what happened and how I can fix it? I don't want
my downloads going to this file folder.

Why did this suddenly happen? I am so confused and frustrated.

Take it you've enabled a firewall?

Yes, check that you haven't downloaded a nastie. If all is well,
start Internet Explorer and go to Tools-->Internet Options-->Temporary
Internet files-->Settings-->Move Folder
