I work at a youth centre and i am trying to network some computers together.
I'm trying to change the workgroup names to set up the network, but i don't
have admin rights. No problem i thought, CTRL+ALT+DEL twice and logon as
administrator. But somehow, when i try to open the control panel, my account
is limited and i am supposed to contact the system administrator? Any ideas?

Contact the actual system administrator.

If you are the actual system administrator, then you must remember when you
installed changing the name of the administrator account and creating a new
"administrator" account with limited rights.. Logon with the changed name
of the local administrator instead of your decoy "administrator" one.
