Novatel USB727 Broadband card on Verizon -- won't install on WXPE

We can install the Novatel USB727 broadband modem on WindowsXP pro but it
fails on WindowsXP embedded. Can anyone tell from the attached verbose
setupapi.log what is going wrong??
