I'd like to receive notifications when someone tries to logon to a server
and registers an audit failure. Is there a way to do this native to Win2k
Server?

No, but 1 of the many capabilities of OpalisRobot is to monitor
the event log for events you are interested in and then to do whatever you ask
when they happen. Notification is a simple task.
