I've installed Outlook 2003, and I am hoping that it solves a huge
problem.

I have many sub-folders setup for receiving and filing mail with
certain subjects, senders, etc.

However, in the previous Outlook, when I received a new message in
such a folder, I had no idea that there was an unread message there.

Well, is this finally corrected in 2003? Is there a way to make sure I
will know about new messages in sub-folders?

You can create a rule to automatically inform you when
email with certian words in the subject line, body,
or "from" field (you can have it pop up a window, or make
a sound or both). Tools -->Rules Wizard

Or

You can show your "folders" and click the plus next to the
Inbox. When new mail arrives, you will see it in blue in
parentheses.

So this problem really hasn't been addressed yet?

The first solution you offer assumes I am not away from my desk when a
new message arrives.

The second solution means I have to go and open up all of the folders
and sub-folders to make sure each deep folder in the tree is visible.
I would like to just have the top level folders visually show me if
there is a new message anywhere in the tree below, or perhaps open up
on their own when a new message arrives. Seems pretty simple, and
people have been asking for this for a while.
