Notification Icons - Disapearing

My notification icons change every time I reboot, irregardless of what
settings I choose. For example speaker icon, always show. on reboot it may or
may not be there. This is happening with several icons.

Or:
Open a run command and type in:

Services.msc click [OK]
On the services control panel disable these service from starting:
SSDP Discovery
UPnP

I can disable upnp service and I can stop SSDP service but when I try to
disable it, I get "access denied" warning. I tried running upnpoff.reg and
get an error message "not all data was successfully written, some keys are
open by the system or other proccess".
I looged off and back on an icons were restored, but when i restart, some
icons are missing again.
