Nothing runs after establishing dial-up network connection

I use a laptop that travels with me from my office to hotels and to home. When connecting to my corporate network things work just fine. When I establish a dialup connection in a hotel or a wireless connection in my home any application including IE, that I attempt to run fails to start for some seeming random amount of time, usually on the order of 3 minutes. After the 3 or so minutes is up, all things I attempted to start suddenly all start at the same time and after this, everything works as you would expect. Anything that was started and running before establishing the connection continues to work fine during the delay period

I can only assume that some network related function is running and has the operating system "hung" in some way that prevents applications from starting and that some timeout period finally expires and everything works fine after that

I think you issue is being caused because you have implemented
some IPv6 component:

Something you might want to check:
Start > Run > services.msc

In the list of Services
Find "IPv6 Internet Connection Firewall"
Check the Startup Type
Check the Status
I suggest you double-click on "IPv6 Internet Connection Firewall"
This will open the properties window
I suggest you set the Startup Type to "Manual" or "Disabled"
Then click on Stop
Click Apply and then OK
Make sure the Status is now blank for that Service
Close the Services window
Restart computer
Test the issue for resolution

If this did not resolve the issue, suggest you follow the
possible resolutions in above article.

Please post back with results or lack of results
as to whether IPv6 was causing this issue in any way.
